Dr. William A. Buckhout was born on December 26, 1846 at Oswego, New York. In February 1876, he entered the second year class of the Agricultural College of Pennsylvania (now the Pennsylvania State University) from which he graduated in 1868 with the degree of bachelor of agriculture. After two years of graduate work at Harvard University under the celebrated botanist, Asa Gray, he returned to the Pennsylvania State College as Instructor in Natural Science in 1871.
